The Confederate Parliament Parliament Bill # ____________ A Bill For An Act Entitled: Parliamentary Titles Act Twentieth of March, 2018
Member of Parliament: The Valleian Orders
Parliament Proposal
Resolved by the Confederate Parliament of the Confederacy of Free Nations, that the following article is proposed as a law under the jurisdiction of the Confederacy of Free Nations, enforceable by all of its institutions.
Be it enacted by the Confederacy of Free Nations, in Confederate Parliament assembled, that
Section I
Bestowing of, Revoking of, and Creating Titles
ss.1. The Office of the Speaker of the Confederacy shall hold the power to bestow and revoke Titles unto any citizen of the Confederacy at their discretion. ss.2. The creation of new Titles for the bestowing of by the Speaker shall be vested in the Confederate Parliament Assembled, each new Title considered as an Amendment to this Act. ss.3. Each Title shall have its own rank on the Confederacy Discord, with citizens able to hold only one of their achieved Titles in their name. ss.4. Each Title must have defined requirements through which any citizen may earn such Title. These requirements shall be listed with each correlating Title in Section II.
Section II
Compiled List of Titles
ss.1. The Title of Esteemed MP shall be created with the following requirements: 1-Be a Confederacy of Free Nations citizen that 2-Has a Confederacy of Free Nations forum account that is actively used. ss.2. The Title of Versed MP shall be created with the following requirements: 1-Be an active MP that 2-Proposes at least 2 bills every month to Parliament. ss.3. The Title of Voiced MP shall be created with the following requirements: 1-Be and active MP that 2-Contributes to debate at least twice every Month and 3-Votes on at least three bills every Month.

Thank you, Mr. Speaker.
Today, this bill shall lie on the floor of Parliament. Around it, perhaps eight citizens may collect around it, debate, and eventually vote on the measures. This thought may be running in your minds right now: why only eight?
This is a question that lies at the center of many Parliamentary debates. Much of our reluctance to expand the government stems from the fears of our inability to fill the seats we create. So let us take a small step to fixing that problem.
What lies on the floor right now is a bill that seeks to create Titles that a citizen may easily attain. For the next four days, I invite all Members of Parliament to contribute to making and revising Titles that shall encourage the progression of citizens into our political system. Feel free to suggest new Titles, names for existing and new Titles, and requirements for any you may seek to make.
With that, I yield the floor.

Edits: - citizens may only hold one title in their name, to lessen complications. - title names have been changed, hopefully for the better.

Whilst I understand the author's intentions with this bill, I believe this bill is largely unnecessary. I've had mixed opinions regarding this particular bill and have thought it over quite a bit. Ultimately, I've had to conclude that this bill will likely cost more to implement and maintain than it could ever hope to recoup in terms of activity gained. This would require the Speaker, who already could be considered to be the single busiest office in the Confederacy what with their running of the whole Parliament, to have to keep track of members who fall under the criteria for each of these titles. As reward, these members are able to clutter up the Discord with more ranks that don't really do anything or signify much beyond their level of activity in Parliament. I believe this would do little to boost activity in Parliament whilst doing much to irritate both the Discord administration as well as the Speaker's office.
Thus, I must advocate that this bill be denounced.

I can't say I agree with Hon. Unfallious' exact rationale, but the main point has merit. The titles are fairly unique, but the criteria can be hijacked. It may just compel MPs to propose legislation or offer meaningless debate on a whim. Not to mention that The Honored Citizens Act already allows for honors to be bestowed on MPs for exemplary service (Parliament’s Medal of Distinction).
At this time, I can't voice support for this bill.

I think the general idea of honorary titles isn't bad, but I feel this one isn't so good in execution. Keeping track of how many bills a person posts and other stuff like that would likely be more trouble than it's worth. If it were up to me, the titles would have only general requirements, would be at the discretion of the Speaker and/or Chancellor, and could be revoked by a supermajority vote of Parliament.

Denounced. The bill, in my opinion is wholly unneeded as any low-hanging fruit made to coerce activity within this bill would be *too* low hanging to gain a statistically large number of voters in the future on the basis that everyone would get it. At most, I think a small initial boost would occur before dropping off.
