08 April 2018
Author: Lex Caledonia - Minister of Internal Affairs

This roster will contain the names of all citizens/residents/dual-citizens/foreign ambassadors (main nations and puppets) in alphabetical order, keeping the roster organised and up to date on a weekly basis. ss.2. The MoIA will also be a mentor to a new citizen who requires mentorship, introducing them to the CoFN and its various activities and nations. ss.3. It is their responsibility to ensure Cabinet-Parliament relations are civil and can act as an intermediary if two parties have an issue with one another. Chancellor’s signature_______ (not required)

Nothing in this bill seems objectionable, but I do question the purpose of this bill. Much of this is already in the Constitution, is it not? The only truly new part is regarding mentorship, and even that doesn't touch on the mentorship program: just that the MoIA can be a mentor if so requested.

I deliberately left any mention of a roster out of the constitution, this bill primarily codifies the existence of the roster and the MOIA's responsibility to it into law.

The Administration believe strongly in the need for codification of the ministries and therefore strongly supports this bill. It will be signed by the Chancellor if passed.

I believe that the codification of the duties of the MoIA is necessary. Personally, I think that general creation and maintenance of records that laws may require should fall under the MoIA, so a clause regarding that should be added. But, if anyone else sees that as a duty falling to any other ministry, so be it.

The only other issue I have with this bill is lack of detail on mentorship, but thankfully there's already a bill on the floor about that very topic, so I won't worry about it here.
