I have no qualms with the spirit of this Act, but it requires serious editing.
1. The entire introductory portion of this bill needs to be reviewed. It calls itself a Parliamentary Amendment and is currently entitled the Justice Distribution Amendment.
2. Generally, a section or subsection of legislation encompasses a single idea or theme. This is why sections in real legislation do not often run the length of a third of a page except as a result of legalese language use. For example, Section 1 Subsection 2 should be split into a number of subsections: 1) who empowers/selects mentors, 2) what a mentor's duty is, 3) how someone requests a mentor, 4) amending the citizenship application to accommodate mentorship, and 5) priority for accessing the mentorship program. As written, these subsections are too condensed and, as a result, seem overly wordy and messy.
3. The Vice Chancellor should be who is empowered to recruit mentors and match them with those who request mentors. It should be the Vice Chancellor's (i.e. the officer who holds the confidence of the electorate) choice as to whether he or she will delegate some of their duties to their deputy and, if so, what those duties entail. This will also help cut down on some of the bill's jumbled wordiness.
