A Bill For An Act Entitled: ACT FOR THE RECORD OF THE WORK AND PROGRESS OF GOVERNMENT
August 03, 2017

Parliament Proposal ____________________________ Resolved by the Confederate Parliament of the Confederacy of Free Nations, that the following article is proposed as a law under the jurisdiction of the Confederacy of Free Nations, enforceable by all of its institutions. Be it enacted by the MP’s of the Confederacy of Free Nations in the Confederate Parliament, that; Section 1 Terms of the bill
ss.1.As Members of the Government termed the Chancellor, the Vice-Chancellor, all Ministers,the Supreme Court Justices, the Constables, and the Deputies of the above. ss.2. As an Area of Authority is termed every Authority one of the Aforementioned in (sub section 1), granted by the Constitution (for example Embassies Authority).
Obligations of the Above Mentioned
ss.1. Enery Important action undertaken by the Members of Government (Embassy approved, Poll Called, Nation Banned, Region-wide or Recruitment Telegram composed and Bill Proposal submited) is to be recorded in a Special Record (Factbook) ss.2. This Record is to be maintained in a Factbook, separate for each Ministry, for the Chancellor, the Vice-Chancellor, the Supreme Court, and the Constabulary. ss.3. The said Factbook will be maintained in the Government account, The Confederacy of The Confederate Papers. ss.4. The Chancellor shall, in his designated Factbook, write in and keep record of, all appointments of Deputies and other Regional Officials, Nations he banned from the Confederacy, as well as talks with other Regions which he shall have initiated. Embassies hw may have approved in the absence of the Minister of Foreign Affairs shall also be recorded, regional polls called, as well as any bills he may introduce. ss.5.The Vice-Chancellor shall, in his designated Factbook, write in and keep record of, all appointments of Deputies, the Progress of the Mentorship Programme, Nations that he currently mentors, as well as the Progress of recruitment, recruitment telegrams composed, regional polls called, as well as any bills he may introduce
ss.6.The Minister of Internal Affairs shall, in his designated Factbook, write in and keep record of, all appointments of Deputies, any changes that he may make in the World Factbook Entry, the Progress citizenship and registration process (the two latter ones also in the Citizenship Roster), regional polls calledas well as any bills he may introduce
ss.7.The Minister of Foreign Affairs shall, in his designated Factbook, write in and keep record of, all appointments of Deputies, all Embassy proposals made, accepted or denied, as well as the reason for the denial, regional polls called, as well as any bills he may introduce.
ss.8.The Minister of Justice shall, in his designated Factbook, write in and keep record of, all appointments of Deputies and Constables, as well as the actions of the Constables, who are, on a time basis agreed between them and the Minister, inform the Minister of their actions, which the Minister will record.Furthermore, bills proposed, and Prosecutions made will be also recorded.
ss.9.The Speaker shall, in his designated Factbook, write in and keep record of, all appointments of Deputies, the Parliament timetable, as well as the bills he reviewed and approved or disapproved, polls called and bills passed or rejected.
ss.10.The Supreme Court Justices shall, in their designated Factbook, write in and keep record of, all appointments of Deputies, and of the progress of the Judicial hearings and proceedings, as well as bills they may introduce and polls they may call.
ss.11. Deputies will decide, together with their supervisor, how are the Deputy's actions going to entered in the record.

I feel this bill is pretty useless in general, as a GO shouldn't have to record every little action unless by order of a court. However, there is a pretty big loophole; what actions should be recorded for each office? Since you haven't defined that, any officer can just not record anything and use the excuse of, "I didn't know I had to." Also, being removed from office over not updating a log is cruel and unusual, and if this passes I would bring that to the Supreme Court, as well for the fact that this doesn't state 'upon conviction of [this charge], they shall be removed from office." So it also violates right to trial.

I would like to note that there is no Chief Justice. Only Supreme Court Justices (SCJ).

I personally think the bill should be very comprehensive. For instance, it should have a separate subsection for each office. Exs:
"ss.#. The Vice Chancellor shall include in their designated factbook record the details of each recruitment telegram, etc."
"ss.#. The Minister of Justice shall include in their designated factbook record the details of each case prosecuted before the Courts, etc."
"ss.#. The Minister of Foreign Affairs shall include in their designated factbook record the details of each embassy constructed or closed, treaty negotiation engaged in, etc."
Don't actually put etc., of course. You should list everything that the citizenry should expect to be public record for each office. As written, this bill is too non-specific and each officeholder will have different standards of what should be disclosed.
Also, the Papers account is very important and should not be given access to by literally everyone tied to government. Constables report to the Minister of Justice as he/she concurrently serves as Chief Constable, so he/she should be expected to keep the factbook updated of their actions. Same goes for Deputies; the elected official they report to can update the relevant factbook accordingly.
If this bill is written properly, it can be a great tool of keeping the citizens informed. It can also be used by citizens during elections to look back on the record of their elected officials to determine if incumbents deserve to be returned to office. But, the bill needs work.
