The Confederate Parliament
Parliament Bill # 00_
A Bill For an Act Entitled: The Domestic Restoration Act
11 March 2018
Vista Major
Parliament Proposal
Resolved by the Confederate Parliament of the Confederacy of Free Nations, that the following article is proposed as a law under the jurisdiction of the Confederacy of Free Nations, enforceable by all of its institutions.
Be it enacted by the Confederacy of Free Nations, in Confederate Parliament assembled, that
Section 1
The Orientation Experience Program
ss.1.
Established for the purpose of fully integrating new and returning nations into the Confederacy of Free Nations, the Orientation Experience Program (“OEP”) shall be composed of two core components: the Mentorship Program and the Orientation, to be offered in sequence.
ss.2.
The Mentorship Program shall involve mentors (appointed by the Vice Chancellor via fair and proper application and vetting process) being assigned to new and returning nations of the Confederacy. Mentors shall be responsible for personally guiding their charges through the process of applying for citizenship, joining regional organizations (both government-sponsored and extracurricular), and integrating into Confederate society in whatever ways necessary. However, no charge shall be required to follow all the suggestions or commands of the mentors, and they may leave the Mentorship Program or request a new mentor at any time by reporting such to the Vice Chancellor. To ensure impartiality, the Vice Chancellor shall only serve as a mentor in the event that there is a shortage of mentors compared to demand.
ss.3.
Once a charge has been deemed to have successfully completed the Mentorship Program (as determined mutually by themselves and their mentor), they will be cordially invited to attend Orientation, an event that shall occur at least once each term and be hosted by the Department of Retention. Orientation shall serve as a session dedicated to formally acquainting new and returning nations of the Confederacy with each other and offering an opportunity for these nations to, in an open forum, converse with the government of the Confederacy. During Orientation, members of the Government shall, within their rights and restrictions, be encouraged, but not required, to hire Orientation nations into their ministries/offices/departments, etc. as either interns/observers or full staff (provided that they have been granted citizenship beforehand).
ss.4.
Once nations leave the Mentorship Program and/or Orientation, they may be asked by the Vice Chancellor to (confidentially) describe their experience with OEP, specifically in regards to the performance of their mentor(s). These evaluations may be used by the Department of Retention to further train mentors, reform the OEP program, or appropriately punish/fire mentors who have received repeated or serious complaints.
