A Motion For Approval Entitled: The University Charter Resolution

Parliament Proposal
Resolved by the Confederate Parliament of the Confederacy of Free Nations, that the following article is proposed as a law under the jurisdiction of the Confederacy of Free Nations, enforceable by all of its institutions.
Be it enacted by the Confederacy of Free Nations, in Confederate Parliament assembled, that
Section 1
Establishment ss.1.The University of the Republic, as established by Vista Major, shall be allowed a single dedicated section on the COFN Forums to conduct its business and affairs. ss.2.Though the University shall stand as a private institution without government regulation or oversight, and thus subject to its own governance, it may be abolished by a referedum.

The Administration sees little to object to with the University Charter Resolution. It is preferred that the "deeply harmful" line at the end of subsection 2 be removed, but even if passed in its present form, the Chancellor will sign this bill into law.

The university project is something of a small tradition within the past iterations of our community. We have one in the CFN and NGA (although I'm unsure about Montaris). However, not all traditions are necessarily good. I believe this is one of our lesser traditions. The university project rarely accomplishes much. It is usually inactive, and it rarely gets interest from the wider community. It is the the opinion of this Member that the proposed bill be denounced until such a time as the staff of the university can prove that it is an institution worthy of being enshrined in law. Additionally, as of now, there is no precedent that a bill is required in order to establish a section on the forums for something and I believe this would be a pretty stupid precedent to set.

After discussions with the Chancellor, it was deemed necessary that a motion such as this be made until such as the forums can be enshrined into law in its entirety. I am working on such a bill as we speak. What is being motioned now will be motioned for any other non-governmental organization on the forums.

Reluctantly denounced. The deal-breaker for me is that the University is established by a simple Parliament vote, but can only be abolished by a popular referendum. Seems a bit unfair for an organization to be easily established, but hard to abolish.

Voting on this motion has now concluded. With 4 votes in favour, 4 votes opposed, and 42 abstentions, votes for this motion have tied. As Speaker, I am responsible for casting the tie-breaking vote. In keeping with the precedent of adhering to the Speaker Denison's rule, I denounce this motion.
Therefore, the new voting totals for this motion are as follow: 4 in favour, 5 opposed, and 41 abstentions. As such, this motion has failed to pass.
